Ramy Guirguis

Dr. Guirguis received his Ph.D. in Computer and Systems Engineering from Carleton University, Canada. He has over 20 years of professional experience in Information and Communications Technology, with special emphasis on IT Program Management & Strategy, Enterprise Application Development & Modernization, Architecture, Standards & Interoperability, Biometrics and Identification Systems. Dr. Guirguis’ experience spans many diverse sectors including: Telecommunications, Financial, Health, Defense and Development Sectors.

Dr. Guirguis managed the development, implementation and integration of multiple large-scale Enterprise Applications including the Modernization of the Pension Benefit Guarantee Corporation (PBGC) Legacy Premium Accounting System and the FDIC’s Enterprise Service Management System. He also managed the Modernization for the Egyptian Navy Network Management Center through a US Navy funded contract. Dr. Guirguis led the Standards and Advance Technology activities for the DoD Enterprise Biometrics System to include the development of Standards and Specifications which enabled the exchange of data across various USG biometrics systems (including DoD, DHS, FBI and the Intel community). Dr. Guirguis established and chaired the DoD Biometrics Standards Working Group and represented the DoD at ANSI/INCITS M1 and the DHS Biometrics Working Group. He was a member of the US Expert Delegation to ISO/IEC JTC1 SC37 and ISO/IEC JTC1 SC27. Dr. Guirguis authored and co-authored several patents, published and presented several papers at international conferences. He is an IEEE Senior Member, a Project Management Institute (PMI) member, Certified Project Manager Professional (PMP) and a recipient of ITIL Foundation certification.
